3. In our previous league play (Heaven's Game League), inter-league players were available and rostered in the league in which they played more games. For the 2009 season (not 2008), shall we restore this rule?
4. DENTON'S G.A.Y. CLAUSE

For the 2009 season (not 2008), shall players traded and rostered in the "other" league be deemed free agents via the the Gifted Agency Year Clause? Since a team often loses a valuable player in such scenarios (Texeira, Sabathia, Ramirez, Santana) shall we compensate a team who loses a player via inter-league trade with an additional draft pick in round that is equal to the lost players ability?

Since we are always (at least) one season behind MLB, we know in advance when a player would be lost. Should a manager elect to trade this player during the season, he would lose the right to any compensation. Likewise, the new manager would not inherit this compensation if he knew at the time of the trade that the player had switched leagues.

Reply with:

YES - Compensate teams who lose top tiered players to the other league and make the player a Free Agent.

NO - Keep it simple. Continue to allow managers to keep the rights to players when they change leagues.

YES/NO - Compensate single-team managers only (if they do NOT trade the player) and allow others to maintain the rights to the players.

1. TURN AROUND TIME

This was supposed to be item #1 as it was the most obvious problem with our league. WE DO NOT WANT ANOTHER 3-MONTH DELAY...

This season we will allow approx. 2 weeks from the time Denton forwards updated League files in which to play your games. Denton will have the final say on dates as he puts in the work to create the files.

You MUST play your series within that 2-week period. If you have a team in both leagues, you will need to play TWO series - one in each league.

Get to know how to utilize the Computer Manager. If you are unavailable during this period, you MUST forward you CM file so that your opponent may play out the series.

I would like us to VOTE YES on this by acclamation and discuss what penalties should ensue for delays... NOT because I like penalties (I hate them) but a rule without a consequence is entirely unenforceable.

2. ROSTERS

This season we had a few small incidents of players exceeding their AB/IP limitations.

I would like to suggest the following:

A) Expand Minor League roster from 10-15 players to allow more flexibility..
B) Use a flat 40% AB/IP limitation (instead of 38%) to allow for a (slightly) higher amount of both. This will keep real-life part-time players from becoming Strat superstars in a 54-game season. Yet, it will allow for an additional buffer for all.
C) Create penalties that are appropriate to the amount of overuse.
